Orphan sewage brings billions

Communications operators currently receive tremendous income from the operation of cable sewage, which were built at the expense of the Moscow city treasury, but they themselves do not pay for it, since most of the objects turned out to be ownerless. From the official materials of the Government of the capital of Russia it follows that the city authorities have issued about 1.3 thousand objects of communication infrastructure from the existing 40 thousand. This volume was built only for the last ten years, at the expense of the city budget, mainly expenses, were for the construction of cable sewage, through which the communication cable in residential buildings of Muscovites were laid. It is worth noting that this material was published by the Vedomosti information publication, after the authenticity of the government was confirmed by a person close to the Moscow city administration, and another source close to the company, which in turn, cooperates with the capital’s government.

This one became possible thanks to the imperfection of the regulatory framework operating in the capital, it was not without MGTS and Mostelecom, both companies have been owned by Rostelecom since 2013 and are actually state operating enterprises, the material of the publication reports. In turn, the MGTS and Rostelecom communications companies adopted the sewage system from the construction organizations for temporary use of operation, having received all its technical documentation, explains the employee of the city government and the person working in the city hall with the operator. Without documentation, the city’s authorities simply have no idea about the existence of a particular object, that is, they cannot register their rights to it, both sources of “Vedomosti” explain.
